近日【光伏資訊】微信公眾號(hào)（PV-info）了解到，3月14日，廣州市黃埔區(qū)人民政府發(fā)布2022年度第一批分布式光伏發(fā)電項(xiàng)目投資方發(fā)電量補(bǔ)貼資金申報(bào)工作，本次申請(qǐng)時(shí)間為2022年3月14日至 2022年3月31日。各申報(bào)單位需于申請(qǐng)期內(nèi)向“政策兌現(xiàn)”窗口提交申報(bào)資料。
申請(qǐng)本補(bǔ)貼資金的企業(yè)或機(jī)構(gòu)須同時(shí)滿足以下條件：(一)登記注冊(cè)地、稅務(wù)征管關(guān)系及統(tǒng)計(jì)關(guān)系在廣州市黃埔區(qū)、廣州開發(fā)區(qū)及其受托管理和下轄園區(qū)范圍內(nèi);
(二)有健全財(cái)務(wù)制度、具有獨(dú)立法人資格、實(shí)行獨(dú)立核算;
(三)依法生產(chǎn)、經(jīng)營和管理，各項(xiàng)法定許可手續(xù)完善，一年內(nèi)未受生態(tài)環(huán)境保護(hù)行政主管部門行政處罰且三年內(nèi)未發(fā)生生態(tài)環(huán)境類犯罪;
(四)一年內(nèi)未因社會(huì)危害性較大的違法行為被處予安全生產(chǎn)行政處罰且三年內(nèi)未發(fā)生較大以上生產(chǎn)安全責(zé)任事故的;
(五)符合國家、省、市、區(qū)信用管理規(guī)定;
(六)通過年度節(jié)能目標(biāo)責(zé)任考核。
申報(bào)項(xiàng)目要求：
(一)項(xiàng)目已并網(wǎng)，并在線持續(xù)運(yùn)行6個(gè)月以上。

Recently [PV Information] wechat official account (PV-info) learned that on March 14, The Huangpu District People's Government of Guangzhou released the application of power generation subsidy funds for investors of the first batch of distributed photovoltaic power generation projects in 2022. The application period is from March 14, 2022 to March 31, 2022.  Each applicant shall submit the declaration materials to the "Policy Cashing" window within the application period.  

Enterprises or institutions applying for the subsidy funds must meet the following conditions at the same time :(1) the registered place, tax collection and administration relationship and statistical relationship are within the scope of huangpu district, guangzhou development zone and the parks under its administration;  

(2) having a sound financial system, an independent legal person and independent accounting;  

(3) production, operation and management according to law, all legal licensing procedures are complete, and no administrative penalty is imposed by the competent administrative department of ecological and environmental protection within one year, and no ecological and environmental crimes are committed within three years;  

(4) no administrative punishment for production safety has been imposed within one year due to an illegal act of great harm to the society, and no production safety liability accident or above has occurred within three years;  

(5) conforming to the national, provincial, municipal and district credit management regulations;  

(6) Pass the annual energy conservation target responsibility assessment.  

Application requirements:  

(I) The project has been connected to the Internet and has been running online for more than 6 months.  

(II) The project investors have not obtained the support from the special funds for green and low-carbon development of the district.  

(III) Photovoltaic modules shall comply with various design, construction, operation and maintenance specifications and standards.  

Scope of subsidy:  

Electricity generation from 20 May 2021 to 28 February 2022.  

Subsidy standard:  

Application side (roof side) for non-public institutions according to 0.15 yuan/KWH;
