各區(qū)發(fā)展改革局，廣州供電局有限公司，各光伏發(fā)電項(xiàng)目有關(guān)企業(yè)和居民個(gè)人：

為推動(dòng)我市新興產(chǎn)業(yè)加快發(fā)展，鼓勵(lì)太陽(yáng)能光伏發(fā)電應(yīng)用，根據(jù)《廣州市新興產(chǎn)業(yè)發(fā)展資金管理辦法》（穗府辦規(guī)〔2017〕7號(hào)）及配套實(shí)施細(xì)則《廣州市新興產(chǎn)業(yè)發(fā)展補(bǔ)貼資金用于太陽(yáng)能光伏發(fā)電項(xiàng)目管理實(shí)施細(xì)則》（穗發(fā)改規(guī)字〔2017〕3號(hào)）精神，我委現(xiàn)組織開(kāi)展2020年廣州市太陽(yáng)能光伏發(fā)電項(xiàng)目補(bǔ)貼資金申報(bào)指南補(bǔ)貼資金申報(bào)工作的通知。有關(guān)申報(bào)事項(xiàng)通知如下：

一、申請(qǐng)裝機(jī)容量補(bǔ)貼項(xiàng)目（居民家庭建筑物項(xiàng)目除外，已享受該項(xiàng)補(bǔ)貼除外）需于2020年5月31日前投產(chǎn)并網(wǎng)運(yùn)行。

　　二、申請(qǐng)發(fā)電量補(bǔ)貼項(xiàng)目需于2019年5月31日前投產(chǎn)并網(wǎng)運(yùn)行。對(duì)于初次享受發(fā)電量補(bǔ)貼項(xiàng)目，自并網(wǎng)之日起至2020年5月31日期間所發(fā)電量計(jì)算補(bǔ)貼金額；對(duì)于之前已享受發(fā)電量補(bǔ)貼項(xiàng)目，自2019年6月1日起至2020年5月31日期間所發(fā)電量計(jì)算補(bǔ)貼金額（2019年6月1日之前未領(lǐng)取補(bǔ)貼的電量也可一并申報(bào)，需在申請(qǐng)表中“申請(qǐng)資金年度”欄中做說(shuō)明）。

三、請(qǐng)廣州供電局有限公司于6月25日前開(kāi)具居民發(fā)電量證明，并統(tǒng)一報(bào)送到對(duì)應(yīng)區(qū)發(fā)展改革局，并盡可能通知到居民及時(shí)到各區(qū)發(fā)展改革局領(lǐng)取。請(qǐng)各有關(guān)企業(yè)和居民個(gè)人按《太陽(yáng)能光伏發(fā)電項(xiàng)目補(bǔ)貼資金申報(bào)指南》（見(jiàn)附件1）要求準(zhǔn)備項(xiàng)目申報(bào)材料，于2020年7月10日前將申報(bào)材料（一式兩份）報(bào)送項(xiàng)目所在區(qū)發(fā)展改革局；請(qǐng)各區(qū)發(fā)展改革局對(duì)項(xiàng)目申報(bào)材料進(jìn)行認(rèn)真核實(shí)，并負(fù)責(zé)對(duì)其真實(shí)性予以確認(rèn)，對(duì)審核通過(guò)的項(xiàng)目申報(bào)材料，區(qū)發(fā)展改革局填寫(xiě)2020年太陽(yáng)能光伏發(fā)電項(xiàng)目補(bǔ)貼資金申報(bào)匯總表（見(jiàn)附件2），于2020年7月24日前將有關(guān)材料一并報(bào)送我委。

Speed up the development of emerging industry in order to promote our city, encourages the photovoltaic applications, according to "guangzhou emerging industry development funds management method" (ear FuBan rules [2017] no. 7) and the detailed rules for the implementation of form a complete set of the guangzhou emerging industry development subsidies for implementing rules for the solar photovoltaic power generation project management (ear hair change rules word [2017] no. 3) spirit, We hereby organize and carry out the notification on the application of Subsidy Funds for Solar Photovoltaic Power Generation Projects in Guangzhou in 2020. The notification of relevant declaration items is as follows:

1. Projects applying for installed capacity subsidy (except residential and household building projects and projects already enjoying the subsidy) should be put into operation before May 31, 2020 and connected to the grid.

Ii. Projects applying for power generation subsidy should be put into operation before May 31, 2019.For the project receiving electricity generation subsidy for the first time, the amount of subsidy shall be calculated for the electricity generation from the date of grid connection to May 31, 2020. The subsidy amount shall be calculated for the electricity generated from June 1, 2019 to May 31, 2020 for the project that has been subsidized before (the electricity that has not been subsidized before June 1, 2019 can also be declared, which shall be explained in the column of "Year of Application for fund" in the application form).

Iii. Please ask Guangzhou Power Supply Bureau Co., Ltd. to issue resident electricity generation certificate before June 25, and submit it to corresponding district Development and Reform Bureau in a unified manner, and inform residents to get it at the district development and Reform Bureau as soon as possible. Relevant enterprises and individual residents are requested to prepare project application materials in accordance with the Guidelines for Application of Subsidy Funds for Solar Photovoltaic Power Generation Projects (see Annex 1), and submit the application materials (in duplicate) to the Development and Reform Bureau of the district where the project is located before July 10, 2020.District development and reform bureau of project application materials, please check carefully, and be responsible for the authenticity of confirm, to the approved project filing materials, the district development and reform bureau fill in 2020 solar photovoltaic power generation project subsidies to declare the summary table (see attachment 2), in 2020 July 24 will relevant materials submitted together by commission.
