6月11日，2021年光伏補貼政策出臺！戶用光伏發(fā)展空間巨大,國家發(fā)改委發(fā)布《關于2021年新能源上網(wǎng)電價政策有關事項的通知》，其中明確指出，2021年起對新備案集中式光伏電站、工商業(yè)分布式光伏項目和新核準陸上風電項目，中央財政不再補貼，實行平價上網(wǎng)。這意味著，除了新建戶用分布式光伏項目仍有5億元補貼外，其余項目將完全進入市場化競爭，進入無補貼時代。據(jù)發(fā)改委有關負責人表示，在研究制定2021年上網(wǎng)電價政策時，考慮的一個重要方面就是保障新建風電、光伏發(fā)電項目能夠實現(xiàn)較好的收益，以充分發(fā)揮電價信號作用，合理引導投資、促進資源高效利用，推動產業(yè)高質量發(fā)展。
       6月11日當天，對光伏產業(yè)中相對短板的戶用光伏的補貼政策，也得到了進一步明確。據(jù)發(fā)改委最新文件，為指導各地抓好落實，進一步明確對2021年納入當年中央財政補貼規(guī)模的新建戶用分布式光伏項目，其全發(fā)電量補貼標準按每千瓦時0.03元執(zhí)行。戶用分布式光伏項目還有很大發(fā)展空間。近期，國家能源局印發(fā)《關于2021年風電、光伏發(fā)電開發(fā)建設有關事項的通知》（國能發(fā)新能〔2021〕25號已明確2021年新建戶用分布式光伏項目國家財政補貼預算額度為5億元。下一步，將進一步細化具體實施政策，確保全年新建戶用分布式光伏項目并網(wǎng)規(guī)模達到1500萬千瓦以上。

     為貫徹落實黨中央、國務院決策部署，充分發(fā)揮電價信號作用，合理引導投資、促進資源高效利用，推動光伏發(fā)電、風電等新能源產業(yè)高質量發(fā)展，經商國家能源局，現(xiàn)就2021年光伏發(fā)電、風電等新能源上網(wǎng)電價政策有關事項通知如下：

一、2021年起，對新備案集中式光伏電站、工商業(yè)分布式光伏項目和新核準陸上風電項目（以下簡稱“新建項目”），中央財政不再補貼，實行平價上網(wǎng)。

二、2021年新建項目上網(wǎng)電價，按當?shù)厝济喊l(fā)電基準價執(zhí)行；新建項目可自愿通過參與市場化交易形成上網(wǎng)電價，以更好體現(xiàn)光伏發(fā)電、風電的綠色電力價值。

June 11 that day, the photovoltaic industry in the relatively short panel household photovoltaic subsidy policy, has also been further clarified.  According to the latest document of the National Development and Reform Commission, in order to guide local governments to do a good job of implementation, it is further clarified that the subsidy standard for the total electricity generation of newly built distributed photovoltaic projects will be implemented at 0.03 yuan per kilowatt-hour in 2021.  Household distributed photovoltaic projects still have a lot of room for development.  Recently, the National Energy Administration issued the Notice on the Development and Construction of Wind power and PHOTOVOLTAIC Power generation in 2021 (State Energy Development Xinneng (2021) No. 25 has made it clear that the budget amount of national financial subsidies for new household distributed photovoltaic projects in 2021 is 500 million yuan.  In the next step, specific implementation policies will be further refined to ensure that the annual grid connection scale of distributed photovoltaic projects for new residential use reaches more than 15 million kW.

1. Starting from 2021, for newly registered centralized photovoltaic power stations, industrial and commercial distributed photovoltaic projects and newly approved onshore wind power projects (hereinafter referred to as "new projects"), the central government will no longer provide subsidies and implement affordable Internet access.

The on-grid price of new projects in 2021 shall be based on the local benchmark price of coal-fired power generation;  New projects can voluntarily participate in market transactions to form the feed-in price, so as to better reflect the green power value of photovoltaic and wind power generation.
