關(guān)于2021年、2022年太陽能光伏發(fā)電等相關(guān)補貼及政策：光伏發(fā)電國家政策補貼2021年，山西、內(nèi)蒙古、吉林、浙江、湖南、廣西、重慶、四川、貴州、云南、甘肅、青海、新疆等省(自治區(qū)、直轄市)財政廳(局)：

根據(jù)《財政部 國家發(fā)展改革委 國家能源局關(guān)于印發(fā)<可再生能源電價附加資金管理辦法>的通知》(財建〔2020〕5號，以下簡稱《資金管理辦法》)和你單位申請情況，現(xiàn)撥付2022年度可再生能源電價附加補助資金，資金支付方式按照財政國庫管理制度有關(guān)規(guī)定執(zhí)行，具體金額及支付方式見附件2。項目代碼和名稱為“Z175060070001 可再生能源電價附加補助地方資金”，支出列2022年政府收支分類科目：“2116001 風(fēng)力發(fā)電補助”、“2116002 太陽能發(fā)電補助”、“2116003 生物質(zhì)能發(fā)電補助”。具體金額見附件2。待2022年預(yù)算年度開始后，按程序撥付使用。有關(guān)事項通知如下：

一、 請嚴(yán)格按照預(yù)算管理要求，盡快將補貼資金撥付至電網(wǎng)企業(yè)或公共可再生能源獨立電力系統(tǒng)項目企業(yè)。

二、 電網(wǎng)企業(yè)應(yīng)嚴(yán)格按照《資金管理辦法》，將補貼資金撥付至已納入可再生能源發(fā)電補助項目清單范圍的發(fā)電項目。在撥付補貼資金時，應(yīng)優(yōu)先足額撥付國家光伏扶貧項目、50kW及以下裝機規(guī)模的自然人分布式項目至2022年底;優(yōu)先足額撥付公共可再生能源獨立系統(tǒng)項目至2021年底;優(yōu)先足額撥付2019年采取競價方式確定的光伏項目、2020年起采取“以收定支”原則確定的符合撥款條件的新增項目至2021年底;對于國家確定的光伏“領(lǐng)跑者”項目和地方參照中央政策建設(shè)的村級光伏扶貧電站，優(yōu)先保障撥付項目至2021年底應(yīng)付補貼資金的50%;對于其他發(fā)電項目，按照各項目至2021年底應(yīng)付補貼資金，采取等比例方式撥付。

三、 按照《資金管理辦法》，電網(wǎng)企業(yè)在撥付單個項目補貼資金時，不得超過發(fā)展改革委確定的合理利用小時數(shù)。

四、 為保障資金安全，提高資金使用效率，電網(wǎng)企業(yè)應(yīng)按年度對補貼資金申請使用等情況進行全面核查，必要時可聘請獨立第三方。為深入貫徹落實《中共中央 國務(wù)院關(guān)于全面實施預(yù)算績效管理的意見》，切實提高財政資金使用效益，請你單位在組織預(yù)算執(zhí)行中對照績效目標(biāo)(附件3)做好績效監(jiān)控，確保年度績效目標(biāo)如期實現(xiàn)。同時，你單位應(yīng)按規(guī)定及時上報績效自評結(jié)果，績效自評結(jié)果將作為分配預(yù)算資金的重要依據(jù)。

According to the Notice of The National Development and Reform Commission of the Ministry of Finance and the National Energy Administration on Printing and Distributing The Management Measures of Additional Funds for The Price of Renewable Energy (No.5 of the Ministry of Finance (2020), hereinafter referred to as the Management Measures) and your application, the additional subsidy funds for the price of renewable energy in 2022 are now allocated. The payment method shall be implemented in accordance with the relevant provisions of the Treasury management system. For the specific amount and payment method, see Appendix 2. The project code and name are "Z175060070001 Renewable energy Electricity price Additional Subsidy local funds", and the expenditure is listed in the 2022 government revenue and expenditure category: "2116001 wind power Subsidy", "2116002 Solar power Subsidy", "2116003 Biomass energy power subsidy". See Attachment 2 for the specific amount.It will be appropriated after the start of the 2022 budget year. The relevant notices are as follows:

1. Please allocate subsidy funds to power grid enterprises or public renewable energy independent power system project enterprises as soon as possible in strict accordance with budget management requirements.

2. Power grid enterprises shall, in strict accordance with the Fund Management Measures, allocate subsidy funds to power generation projects that have been included in the list of renewable energy power generation subsidy projects. When allocating subsidy funds, priority should be given to fully allocating national photovoltaic poverty alleviation projects and natural person distributed projects with installed capacity of 50kW and below until the end of 2022; Prioritize full funding of the Public Renewable Energy Independent System project until the end of 2021;Priority will be given to photovoltaic projects determined by competitive bidding in 2019, and new projects eligible for funding determined by the principle of "payment based on revenue" from 2020 until the end of 2021; For photovoltaic "frontrunner" projects determined by the state and village-level photovoltaic poverty alleviation power stations built by local governments in line with central policies, 50% of the subsidy payable by the end of 2021 will be guaranteed.For other power generation projects, subsidies payable to each project until the end of 2021 will be allocated in equal proportions.

Iii. According to the Fund Management Measures, when allocating subsidy funds for a single project, power grid enterprises shall not exceed the reasonable utilization hours determined by the Development and Reform Commission.

Iv. In order to ensure the safety of funds and improve the efficiency of using funds, power grid enterprises shall conduct a comprehensive check on the application and use of subsidy funds on an annual basis, and may employ an independent third party if necessary. In order to thoroughly implement the Opinions of the CPC Central Committee and The State Council on the Comprehensive Implementation of Budget Performance Management and effectively improve the efficiency of the use of fiscal funds, you are requested to conduct performance monitoring against performance targets (Annex 3) in organizing budget implementation to ensure that the annual performance targets are achieved on schedule.At the same time, your unit should timely report the performance self-evaluation results as required, which will be used as an important basis for allocating budget funds.
