鄭小強(qiáng)代表舉例稱，推廣太陽能光伏發(fā)電+電取暖技術(shù)，以河北中部地區(qū)，100平米戶用住宅為例，安裝一套5千瓦光伏發(fā)電系統(tǒng)，同時安裝一臺電采暖設(shè)備(假設(shè)采用空氣源熱泵作為電采暖設(shè)備)，則項目總投資5萬元左右。光伏系統(tǒng)年發(fā)電6000千瓦時，按發(fā)電量30%用于自用(包括取暖及其它用電)、70%剩余電量并網(wǎng)計算，家庭光伏發(fā)電并網(wǎng)年收益為3732元。電采暖機(jī)組白天運(yùn)行時間所需電量由光伏發(fā)電系統(tǒng)加市電共同提供，夜間用電運(yùn)行享受谷電電價，年采暖季電費(fèi)支出1260元左右(若未安裝光伏系統(tǒng)，則需支出電費(fèi)2200元左右)。

       “綜上，安裝一套光伏發(fā)電+電采暖系統(tǒng)，從技術(shù)上來看，既能通過光伏補(bǔ)充電采暖用電需求，同時提高光伏發(fā)電自發(fā)自用比例，又可解決冬季采暖需求。從經(jīng)濟(jì)性上來看，光伏系統(tǒng)發(fā)電收益在支付采暖季電費(fèi)之后，額外可取得2472元收益，相對與設(shè)備初始投資的5萬元，靜態(tài)投資回收期超過二十年，無法滿足6到8年回收投資的預(yù)期，目前在推廣上存在經(jīng)濟(jì)性障礙，需要得到政策支持?！编嵭?qiáng)代表說。

     對此，鄭小強(qiáng)代表建議在推廣光伏發(fā)電+電采暖技術(shù)的過程中，加大政策支持。對于采用光伏發(fā)電+電采暖模式的項目，對其光伏發(fā)電部分，予以0.2元/千瓦時的省級度電補(bǔ)貼，期限為3年(與光伏扶貧政策等同)，通過提高電費(fèi)收益的方式，提高項目收益率，縮短投資回收期;對其電采暖設(shè)備予以政策性初裝補(bǔ)貼，比例為設(shè)備購置價格的80%，補(bǔ)貼上限建議設(shè)置為2萬元以內(nèi)(與煤改電政策相當(dāng))，同時對電采暖用戶夜間采暖享受谷電價格，通過解決初始投資高、后期用電費(fèi)用高兩個障礙，推動其推廣應(yīng)用。

In this regard, Zheng Xiaoqiang suggested on behalf of the promotion of photovoltaic power generation + electric heating technology in the process, increase policy support. For projects adopting the photovoltaic power generation + electric heating mode, the photovoltaic power generation part will be subsidized 0.2 yuan/kWh at the provincial level for a period of 3 years (the same as the photovoltaic poverty alleviation policy).
