重磅消息：有關太陽能光伏發(fā)電國家政策補貼2021年，今年1-8月，我國光伏新增裝機22.05GW，同比增長45%，其中戶用光伏裝機9.52GW，占比達43%，同比增長140%，已達2020年全年裝機10.1GW的94%，同期非戶用光伏裝機12.53GW（包括集中式電站和工商業(yè)分布式電站），同比增長12%。戶用光伏，已成為推動光伏裝機的主力。
      一方面，受益于政策補貼。根據國家發(fā)改委《關于2021年新能源上網電價政策有關事項的通知》，2021年起，對新備案集中式光伏電站、工商業(yè)分布式光伏項目和新核準陸上風電項目，中央財政不再補貼，實行平價上網。同時，進一步明確對2021年新建戶用光伏按照每千瓦時0.03元給予補貼。
      另一方面，受益于整縣推進政策及預期。6月20日，國家能源局下發(fā)《關于報送整縣(市、區(qū))屋頂分布式光伏開發(fā)試點方案的通知》，其中要求試點區(qū)域農村居民屋頂總面積可安裝光伏發(fā)電比例不低于20%。目前，已經確定全國676個縣(市、區(qū))成為整縣推進試點。
       在整縣推進的大潮下，能源央企紛紛進入“跑馬圈地”狀態(tài)，作為全球最大光伏發(fā)電企業(yè)的國家電投在內部文件中更是喊出了“從速鎖定資源”的口號，由此不難理解國家電投與正泰和中來合作戶用光伏的戰(zhàn)略舉措了。

On the other hand, benefit from the whole county to promote policies and expectations.On June 20, the National Energy Administration (NEA) issued a notice on submitting a pilot scheme for rooftop distributed photovoltaic (PV) development for the whole county (city or district), which requires that no less than 20% of the total rooftop area of rural residents in the pilot areas can be installed with PV power. At present, 676 counties, county-level cities and districts across the country have been designated as the pilot counties.
